How to combine and organize PDF pages
Merge files, put pages in order, rotate mistakes, and export a new PDF without overwriting the originals.

Choose the smallest workflow that fits
Use PDF Merger when whole files are already in the right internal order and only the file order needs changing. Use PDF Page Organizer when one document has pages that need moving, rotating, or removing.
For a job involving PDFs and images, or several page-level operations in sequence, PDF Workbench avoids repeatedly exporting and reopening intermediate files.
Tools used in this section
- PDF Merger — Combine complete PDF files in a chosen order.
- PDF Page Organizer — Reorder, rotate, or remove individual pages.
- PDF Workbench — Mix PDFs and images and perform several page operations together.
A reliable page-organizing checklist
Work from copies when a document matters. Browser tools generate a separate download, but keeping a known-good source makes it easier to verify the result.
For a reproducible check, make a three-page PDF with a large page label on each page. Move original page 3 before page 1, remove original page 2, and rotate original page 1 once clockwise. The expected export has two pages labeled 3 and 1, with the second page rotated 90 degrees. Source order and rotation are covered by a deterministic PDF fixture; visual fidelity is not, so reopen the download in a second viewer.
- Open the appropriate tool and add the source files.
- Arrange files or page thumbnails in the intended reading order.
- Rotate sideways pages and remove only pages you have confirmed are unnecessary.
- Export with a descriptive new filename rather than replacing the source.
- Open the download and inspect the first page, last page, page count, and each transition between source documents.
- If the exported order or rotation is wrong, return to the still-open source, use Reset to restore the original arrangement, and repeat one change at a time.
Edit visible text without treating it as redaction
Use Edit PDF when the page has selectable text or when you need to add an annotation or signature. In a reproducible fixture containing CONFIDENTIAL-1, replace that text with PUBLIC COPY, save the page edit, and download a new file. The expected result is a white rectangle with PUBLIC COPY drawn over the source text while the original file remains unchanged.
That replacement is visual masking, not secure redaction: the source text operators are not removed. Do not use it to sanitize sensitive information. If existing words cannot be selected, the page is probably an image-only scan; this editor can add content over the scan but cannot replace scanned text because it has no OCR.
Tools used in this section
- Edit PDF — Mask and replace selectable text, add annotations or signatures, and rotate pages in a new copy.
When splitting is safer than deleting
If the goal is to share only a chapter or selected pages, extraction is often clearer than deleting pages from a working copy. PDF Splitter accepts single pages and ranges, while PDF Workbench can extract a visual selection.
Password-protected input must be unlocked with a password you know before some edits can proceed. Only alter documents you own or are authorized to use.
Tools used in this section
- PDF Splitter — Extract page ranges such as 2, 5-8, and 11.
- PDF Unlocker — Remove protection when you know the current password and have permission.
